Macron spoke from the Caribbean, where he has been visiting French territories badly hit by Hurricane Irma.

"Today, LA 2028 is taking the final step in our bid, and preparing to begin our 11-year journey as an Olympic host city", Garcetti said.

"Everyone connected with LA 2028 is thrilled to be part of this win-win-win scenario for the Olympic movement", bid leader Casey Wasserman said in a statement.

Paris is set to take its place alongside London as the only three-time hosts of the Summer Games in 2024.

Torrential rain did not dampen enthusiasm in Paris as the City of Light celebrated clinching its bid to host the Olympic Games in 2024.

"Paris and LA are two great world cities with exceptional Games plans, and they will provide unforgettable stages for sport".

The report follows the IOC Evaluation Commission's comprehensive inspection visit to Los Angeles in May.

Los Angeles then picked up the baton to represent the United States in 2024. Both cities will host their third Olympics. This paved the way for Paris as the sole 2024 bidder to win the Games unopposed.

This was one of those rare Olympic moments when everyone walked away a victor. "The Commission equally concludes that the many opportunities presented by an Olympic Games 2028 in Los Angeles would far outweigh any potential risks of awarding the Games 11 years in advance instead of 7 years".

There were no other candidates for either the 2024 or 2028 Games and the votes were a formality, IOC President Thomas Bach said the votes for both cities were "unanimous".

Rainy weather, however, has forced the northern Paris suburb of Saint-Denis to move its celebrations indoors. The Olympics are all but in the bag.

Los Angeles had also been in the running to host in 2024 but after negotiations with the International Olympic Committee, the city has agreed to wait four years and will in return receive a $180m advance that will go to funding youth programmes in the city, according to the LA Times. "Today we modelled that dreams can come true for two cities", he said.

Different, as in the first time the International Olympic Committee has granted two Summer Olympics at once. The city has twice hosted the Olympic Games in the past in 1932 and 1984. That milestone, plus the fact that Paris has been on the losing end of these bids for 1992, 2008 and 2012, would have made the French capital the sentimental favorite had only 2024 been up for grabs.

Tokyo, the host of the next summer Games in 2020, has also had to fend off allegations of corruption regarding the decision to award it the Games four years ago.
